For a freezer-grade cold store at Kuantan Port Hub, budget RM 1,350–1,880 per sqm of gross floor area in 2025, plus RM 500–800 per pallet position for racking, with MAQIS inspection rooms and JAKIM Halal segregation adding a 12–18% mechanical electrical premium over a standard Port Klang build.
Kuantan Port Hub is not Port Klang. The cold storage construction cost baseline changes because the deep-water terminal sits on reclaimed marine clay in Gebeng, the site carries an official Halal hub designation, and the nearest major refrigeration contractor is 250 km away in Shah Alam. Contractors pricing this work need to account for ground treatment, salt-air corrosion protection, and a longer commissioning cycle — not just the insulated panels and compressors.
Land and Site Prep: Kuantan Marine Clay Factor
Kuantan Port Consortium (a joint venture between IJM Corporation and Guangxi Beibu Gulf Port Group) operates the deep-water berths at 14.5 m draft, and new cold storage at the Hub will sit on land reclaimed from the Pahang River estuary. The underlying ground is a mix of dredged sand fill and soft marine clay up to 15 m deep. A –25°C freezer slab cannot tolerate differential settlement of more than a few millimetres without cracking racking beams and door seals.
Pricing in the ground works: prefabricated vertical drains (PVD) at RM 12–18 per linear metre of drain, followed by a 6–9 month surcharge period before the slab can be poured. If the client wants a faster programme, spun piles at RM 200–300 per metre depth support the racking grid, but the floor slab still needs proper compaction. Floor flatness must hit FM2 per the TR34 concrete spec for reach truck aisles; that means using a laser screed over the entire slab, an extra RM 15–20 per sqm over a typical distribution warehouse slab.
Land costs in MCKIP (Malaysia–China Kuantan Industrial Park) sit around RM 30–45 per sq ft for 99-year leasehold, but land inside the Kuantan Port free zone is allocated by the port authority itself. Expect higher development charges for a cold store with heavy refrigeration loads than you would pay for a plain dry shed on the same estate.
Refrigeration Plant and Panel Specs by Zone
Freezer zones at –25°C use 150 mm polyisocyanurate (PIR) insulated panels with steel faces on both sides; chiller areas at 2°C use 100–120 mm panels. The vertical transition between a 30°C loading dock and a –25°C freezer is the weakest point: heated panel frames are mandatory to stop ice forming around the door opening, and each dock door position costs RM 8,000–15,000 for that frame kit alone.
The dominant capital cost is the refrigeration plant. For facilities above 15,000 pallet positions, the industry standard is ammonia (R717) screw compressors with a CO2 (R744) cascade loop for low-temperature docks, plus an ammonia engine room with gas detection, blow-off vents and a scrubber. Current installed pricing in Malaysia is RM 2,800–3,500 per kW of installed cooling. A 25,000 sqm store needing 1.5–2 MW of installed refrigeration translates to RM 5.0–6.3 million just for the plant room, pipework and evaporators.
Equipment manufacturers commonly specified on these projects are Bitzer compressors, GEA chillers, Danfoss AK-SM controls, and Johnson Controls or J&E Hall evaporators. Kuantan’s coastal environment forces one specific change: the salt-laden air near the port attacks copper and aluminium condenser coils, so evaporative condensers (BAC or SPX units) with epoxy-coated fins should be written into the spec. That adds RM 30–50 per kW of condenser duty compared to an inland Port Klang installation. Kuantan’s 32–33°C ambient temperature also means condensing temperatures run higher, so condenser surface area must be increased by roughly 10%.
MAQIS and Halal Compliance Cost Stack
Kuantan Port Hub’s Halal status means the cold store will handle imported beef, frozen seafood and poultry for the East Coast market. MAQIS (Malaysian Quarantine and Inspection Services) requires the building to include inspection rooms with dual chiller/freezer holding capacity, a separate quarantine enclosure, and physical segregation from non-halal goods. This is not a desk-and-computer setup; it adds two extra compressor circuits, additional insulated compartments, and CCTV recording of all inspection work areas.
A MAQIS-ready inspection annex of roughly 40 sqm will cost RM 250,000–400,000 to build and fit out. JAKIM Halal certification adds a cleanability specification: flushable floor gutters, stainless steel or powder-coated door frames, washdown-rated electrical fixtures, and no exposed foam joints in the insulated panel system. That specification premium lands at RM 20–40 per sqm of food-handling floor area.
If the operator applies for Licensed Warehouse (LMW) status for duty deferment, the room layout and separate storage lines must be mapped in the Customs SMK system, and an internal compliance officer must be appointed. That benchmark runs roughly 30% above a dry warehouse shell, but 15–20% below automated cold storage projects in the Klang Valley. The east coast construction workforce is cheaper; the trade-off is paying a premium to mobilise specialist refrigeration fitters.
Labour, Equipment, and ECRL Logistics Costs
East coast construction crews for steel erection and concreting bill at RM 90–120 per day, about 10–15% below Klang Valley rates, but specialised ammonia-safe welders and BMS commissioning engineers are not available locally. A 12–15 person refrigeration crew mobilised from Shah Alam or Pasir Gudang adds RM 6,000–10,000 per month in site accommodation, meals and travel allowances.
Commissioning is also longer. Kuantan’s monsoon months from September to November push humidity to near saturation, so refrigerant charge balancing, defrost interval tuning, and run-in testing of the evaporative condensers take 4–6 weeks instead of the 2–3 weeks typical in a drier inland site. Budget RM 45,000–75,000 for that extended commissioning period.
Reefer staging matters at this port because incoming frozen containers may sit for days awaiting MAQIS clearance. A 60-point reefer yard with plug points, transformers, CCTV and the electrical connection gantry costs RM 1.2–1.8 million. Once the East Coast Rail Link (ECRL) begins operation, standard freight trains will still not carry reefer containers without a genset, so trucks remain the primary cold chain link from Berth 15/16 to the storage building. Each cold dock position with leveler, shelter and airlock costs RM 25,000–40,000 to finish properly.
