Land and Site Prep at Gebeng or Semambu

Kuantan is cheaper than Klang Valley on land but has its own geotechnical risks. Leasehold industrial land in Gebeng Industrial Estate (near Kuantan Port) trades at RM 45 – RM 70 psf, with lease terms of 30 to 60 years. Freehold plots inside the Malaysia-China Kuantan Industrial Park (MCKIP) or Peramu Jaya Industrial Area are RM 85 – RM 120 psf. MCKIP is the premium location due to direct connector roads to the Kuantan Port new deep-water terminal.

Piling is often mandatory in Gebeng because of the marine clay overburden; a 20m bored pile costs RM 25 – RM 40 per foot run, plus installation. Site formation with compacted sub-base and a 150mm reinforced concrete slab for the dock levellers and the freezer plant room will add RM 8 – RM 15 psf to your overall construction budget. A 50,000 sq ft site with extensive backfilling can easily consume RM 400,000 – RM 750,000 before a single insulated panel is erected.

Insulated Envelope: PIR Panels, Steel Frame, and Floor Heaters

The insulated envelope is the largest single construction line item. For chiller rooms (0°C to 5°C), use 100mm high-density PIR panels with a Class B fire rating (BS 476 Part 7). Freezer rooms (-20°C to -25°C) require 150mm to 200mm PIR to prevent thermal bridging and reduce defrost cycles; cost jumps to RM 85 – RM 110 psf installed.

Because Kuantan has no local PIR panel manufacturers, panels are trucked from Shah Alam or Senai, adding 8% – 12% to the material price for freight, crane offloading, and alignment. Frost-heave protection under the freezer floor needs heated screed with 300mm EPS insulation below the slab: budget RM 15 – RM 25 psf. A structural steel portal frame at 12m eave height, which is the minimum for 8m high racking, costs RM 35 – RM 50 psf of covered area. Refrigeration Plant: Ammonia vs CO2 vs Freon Sizing

Your plant room selection determines more than half of the mechanical cost. For a facility above 3,000 pallet positions, ammonia (R717) screw compressors are the economic default. Expect RM 1,500 – RM 2,500 per kW of installed cooling capacity. A 20,000m³ freezer at -22°C typically needs 250kW – 350kW of installed capacity at a -40°C evaporating temperature, so the complete plant package (compressors, evaporators, air-cooled condensers, pressure vessels, and automatic controls) lands between RM 2.8 million and RM 4.5 million.

CO2 (R744) cascade systems, now more common in humid Malaysian coastal environments because they handle high ambient temperatures better than ammonia in some configurations, cost RM 2,000 – RM 3,000 per kW. Freon (R448A/R449A) is cheapest upfront at RM 1,200 – RM 1,800 per kW, but phased refrigerant quotas in Malaysia mean top-up costs are unstable. Commissioning and refrigerant charging alone costs RM 80,000 – RM 150,000 for a 3,000-pallet site. BOMBA and DOSH Compliance Add-ons in Kuantan

The Kuantan Municipal Council (MPK) issues the planning approval, but BOMBA (Fire and Rescue Department) and DOSH (Department of Occupational Safety and Health) approval can raise costs more than any pure construction item. If storage racking exceeds 8m in height, BOMBA requires a sprinkler system inside the cold rooms. Wet-pipe sprinklers freeze below 4°C, so the standard workaround is a pre-action dry-pipe system. A complete ammonia gas detection system with sensor heads and a BMS interface costs RM 30,000 – RM 60,000. That ventilation and scrubber overpressure release is another RM 50,000 – RM 80,000 for a 3,000-pallet tier facility. Also, all cold-room personnel doors must have panic release handles and emergency lighting on a separate circuit: this is a minor RM 5,000 – RM 8,000 cost but a common inspection failure for new builds. MPK approval fees for a 50,000 sq ft warehouse typically run around RM 25,000 – RM 35,000, including the industrial occupancy fire certificate process.

Total Benchmark: RM/psf and RM/pallet in Kuantan

When aggregating all construction, insulation, refrigeration, M&E, and compliance costs, a 60% freezer / 40% chiller distribution facility in Kuantan costs RM 420 – RM 550 psf on a turnkey basis (excluding land). With land acquisition at Gebeng leasehold rates, the all-in figure is RM 470 – RM 620 psf. Translated into storage capacity: a double-deep narrow-aisle racking system with 12m eave height yields around 5,000 pallet positions on a 50,000 sq ft floor plate at a cost of RM 4,500 – RM 6,000 per freezer pallet position, including racking, installation, and dock leveller infrastructure.

This per-pallet cost is roughly 25% lower than an equivalent build in Shah Alam or Port Klang, but the lower construction cost is partially offset by a longer commissioning timeline if your M&E contractor lacks a Pahang supply chain. The final cost variance almost always comes from the refrigeration plant, not the shell. So get the plant specification locked before you sign a general contractor’s fixed-price contract.
